Abstract

Проведено дослідження з використанням адаптованого до національного контексту керівництва ВООЗ для визначення потенційних обсягів запобіжних госпіталізацій, пов’язаних зі ЗПАЛ, для дорослого населення України. Опитано 77 респондентів. Встановлено, що загальний рівень потенційної запобіжності госпіталізації дорослого населення від ЗПАЛ, визначений для популяції, в Україні складає за експертними оцінками 32,9 %, що може розглядатися як потенціал для управління змінами при зміцненні системи ПМСД. The purpose of the study is to determine the potentally preventable hospitalizaton associated with Ambulatory care sensitve conditons (ACSC) for the adult populaton of Ukraine while improving the effectveness of primary care. Object and methods. The study was conducted as a second phase afer determining the general list and markers ACSC for the adult populaton of Ukraine ACSC study in Ukraine using adapted to the natonal context of the WHO guidelines for assessing ACSC and the potentally preventable hospitalizaton in the European region. 77 respondents – general practtoners and a group of experts were interviewed using a standardized questonnaire. Results. The potental possibility of a signifcant reducton in hospitalizatons for the entre set of ACSC, identfed as signifcant for Ukraine, with the excepton of iron defciency anemia and chronic heart failure, has been identfed. The largest populaton indicators of probable preventable of hospitalizatons are registered in arterial hypertension, pneumonia, angina, COPD and diabetes, which coincides with the list of the most signifcant for the adult populaton of Ukraine ACSC. The general level of potental preventable of hospitalizaton of adults from ACSC, determined for the populaton, in Ukraine is according to doctors – 28.2%, according to expert estmates – 32.9%, which may reduce the total hospitalizaton for outpatent-sensitve conditons (in% from the number of patents with ACSC) from 8.1% to 6.0% (according to PPE estmates) or up to 5.6 % (according to experts). Conclusions. The results obtained for the potentally preventable hospitalisaton from ACSC, defned for the populaton, can be seen as a potental for change management and can be used in the development of general policies or specifc programs in the feld of health and strengthening PHC systems.
