Abstract

У статті розкрито основні нормативно-правові підходи , які визначають сьогодні в Україні і в світі ставлення до зростаючого числа людей з обмеженими можливостями. Продемонстровано особливість надання сучасної кваліфікованості медико-соціальної допомоги населенню, яка полягає в необхідності тісної взаємодії декількох ланок медицини – лікарів МСЕК, лікарів первинного ланки охорони здоров’я і працівників Фондів соціальной допомоги. Поєднуючою ланкою по шляху вирішення цих проблем може і має стати підвищення професійного рівня медиків на тематичних і передатестаційних циклах післядипломної освіти, присвячених медико-експертних питань з тимчасової та стійкої непрацездатності, які проводяться на базі кафедри медико-соціальної експертизи і реабілітації ДЗ «Дніпропетровська медична академія МОЗ України» (м. Дніпропетровськ). В статье раскрыты основные нормативно-правовые подходы, которые определяют сегодня в Украине и в мире отношение к растущему числу людей с ограниченными возможностями. Продемонстрирована особенность оказания современной квалифицированной медико-социальной помощи населению, которая заключается в необходимости тесного взаимодействия нескольких звеньев медицины – врачей МСЕК, врачей первичного звена и работников Фондов социальной помощи. Связующим звеном на пути решения этих проблем может и должно стать повышение профессионального уровня медиков на тематических и предаттестационных циклах последипломного образования, посвященных медико-экспертным вопросам временной и стойкой нетрудоспособности, которые проводятся на базе кафедры медико-социальной экспертизы и реабилитации ГУ «Днепропетровская медицинская академия МЗ Украины» (г. Днепропетровск). Abstract. The article covers main regulatory approaches in Ukraine and world-wide, that determine the attitude towards the increasing number of people with disabilities in Ukraine and in the world nowadays. According to World Health Organization report in 2012 about 15% of the world’s population had had a disability, exceeding earlier estimates, at the rate of about 10%. The issues of individuals with disabilities becomes significant economic burden in Ukraine as well. показывать The article discloses the structure of medical and social expertise service in Ukraine highlights its main functions and responsibilities, the important methodological, theoretical and practical role of research organizations and universities of the State, points the need for qualified modern medical and social expert assistance to the population of Ukraine. The main feature of the solution to this problem is the need for close coordination between several units in practical medicine – experts of Medical and Social Expertise Committees, family physicians, internists, surgeons, trauma surgeons, pediatricians, other doctors and employees of social assistance funds: the Fund for Temporary Disability and the Social Insurance Fund from accidents and occupational diseases. Upgrading of the professional level of healthcare providers during postgraduate courses on the issues of temporary and permanent disability can and should be one of the element in the solution of the problems. Medical and Social Expertise and Rehabilitation Department of the State Establishment “Dnepropetrovsk Medical Academy of Health Ministry of Ukraine” (the city of Dnipropetrovsk) carries out such postgraduate courses, as well as short-term (36-72 hours) courses and conferences. More than 12,000 doctors of various specialties, about 450 specialists of social insurance funds in Ukraine and about 350 medical experts of Republic of Moldova and the Dnestr Moldavian Republic during the last 35 years improved their skills, confirming and improving their qualification. Joining the efforts of healthcare providers as well as mutual understanding between primary care physicians, experts of Medical and Social Expertise Committees and employees of the social security funds in dealing with the quality of the expert assistance to the population of Ukraine may be the establishing of a unified educational space.
